Copilot Cowork is an agentic system built for complex, long-running, multi-tool tasks. Rather than producing a draft or a suggestion the way Copilot Chat does, you define the work and Cowork runs it end-to-end and returns a completed result, not just a draft or a recommendation (Microsoft 365 Blog).
Microsoft positions it as more accurate, secure, and cost-efficient than comparable offerings, for five reasons:

Grounded in Work IQNative Work IQ support grounds every task in the systems the business already runs on, so the work reflects real context.

Multi-model by designIt can run whichever models a task needs, so capability scales with the work as more models become available. At general availability it runs on Anthropic models, including Opus 4.8 and Sonnet 4.6, with GPT 5.5 available in Frontier and a Microsoft fine-tuned model, Cowork 1, coming soon.
Lower cost by designAchieved through a runtime that efficiently finds the right information and tools, model choice that matches the right model to each task, and billing that charges only for what is used.
Cowork sits on top of the standard Copilot subscription rather than replacing it. It requires the Microsoft 365 Copilot User Subscription License (USL); users are then billed for Cowork separately on a usage basis, with charges determined by the tasks they run.
The USL itself covers Copilot Chat, Copilot in Word, Excel, PowerPoint, Outlook, and Teams, the Work IQ context engine, a multi-model system offering frontier intelligence, pre-built agents like Researcher and Analyst, and custom agents built with Agent Builder, for a flat monthly fee. Cowork's task execution is metered separately in Copilot Credits.
Example real-world uses (as cited by Microsoft)
An engineering team taught Cowork how to safely edit batch-job spreadsheets and generate dependency flow charts after every change, automating work that previously required careful manual intervention.
One team compared nearly four thousand files across two product versions, work that would have taken weeks.
A sales lead pointed Cowork at a stalled pipeline and got back a ranked list of at-risk opportunities with the exact follow-up that had gone cold on each, collapsing a week of manual review into a single morning.
The same task often works in multiple tools. Choose based on the scope of the work, the context it needs, and whether it should run on demand or proactively.

These figures are rough planning estimates. Actual usage varies based on workflow complexity and usage patterns.
Copilot Cowork, Copilot Studio agents, SharePoint agents, and other Microsoft AI experiences all draw from the same underlying currency: Copilot Credits. Microsoft gives organizations four distinct ways to fund that consumption.
Use Copilot features with no upfront commitment and pay at the end of each month for the credits actually consumed.
How it applies
Pay-as-you-go applies to Microsoft 365 Copilot Chat, SharePoint Agents, and the Microsoft Copilot Retrieval API. Cowork and the Work IQ API use a related but separate flow. Billing is enabled per environment or tenant through a policy linked to an Azure subscription. Usage beyond included or prepaid amounts is billed through Azure meters at month end.
Pay-as-you-go is not purchased as a product. Activate it by adding a billing policy in the Microsoft 365 admin center. An organization can create up to 50 billing policies per tenant and needs an Azure subscription in the same tenant as Microsoft 365; one can be created during setup.
In the Microsoft 365 admin center, go to Copilot > Cost management > Classic Billing & usage > Pay-as-you-go, then connect a billing policy to a specific service.
Make a one-year prepaid commitment to a pool of Copilot Credit Commit Units at a discount from the pay-as-you-go rate.
How it applies
The prepaid pool is usable across Microsoft-eligible products, including Copilot Studio agents, Dynamics 365 first-party agents, and Copilot experiences such as Cowork. Larger commitments unlock larger discounts. A 15,000 CU Tier 2 commitment, for example, can save around 6% compared with standard pay-as-you-go. Pay-as-you-go remains available for overage after the pool is exhausted.
After purchase, create a billing policy associated with the Azure subscription in the Power Platform admin center. This connects the CCCU pool to the environments and services drawing from it.
Use one broader annual commitment across Microsoft Foundry, Copilot Studio, Microsoft Fabric, and GitHub.
How it applies
Eligible service consumption automatically draws down Agent Commit Units from the P3 balance. Microsoft applies billing in a defined order between available capacity sources to help keep spending predictable.
Purchase in the Azure portal under Reservations. The buyer needs an Azure subscription and the owner or reservation purchaser role. Enterprise Agreement subscriptions also require the Reserved Instances policy option to be enabled by an EA administrator. The charge appears as its own invoice line item rather than reducing an existing Azure Prepayment balance.
Estimate expected annual usage across Microsoft Foundry, Copilot Studio, Fabric, and GitHub, then choose the appropriate tier. There is currently no separate Microsoft Learn configuration article distinct from the purchase flow.
Buy fixed monthly blocks of Copilot Credits as a prepaid, tenant-level subscription, with multiple packs available when more capacity is needed.
How it applies
Capacity pack credits are used before pay-as-you-go overage. The shared pool funds services managed in Microsoft 365 and Power Platform, including Cowork, Work IQ API, Copilot Chat, SharePoint agents, and Copilot Studio agents. Capacity allocated or consumed in Power Platform reduces what remains available for Cowork.
Purchase capacity packs in the Microsoft 365 admin center. A Global Administrator or Billing Administrator can buy a pack; a Global Administrator must enable its use afterward.
Create a Copilot credit policy under Copilot > Billing & usage > Pay-as-you-go services. Up to 10 policies can be scoped to a group or the whole tenant and paired with pay-as-you-go for automatic overage. Copilot Studio allocation is managed in Power Platform.
